★ Fairy Land
A little more expensive park would be a walking park (without a train), but with animated characters like fairies and gnomes. The biggest feature here would be a large, beautiful central Elven tree house with night lights. Maybe you could fit in 200 to 300 fairies in this land, all flying or up in trees, safely away from people's reach.
Below would be 2 to 300 gnomes. They live in harmony with the fairies. Gnomes would be behind all the little doors at the base of trees. Some of them would be at work in the garden, in the rose bushes, and hidden in the hedges.

I'd also make lots of little Woodland creatures like squirrels, rabbits, skunks, possums, raccoons, weasels, toads, duck, geese, and swans. The affordable part of this theme would be you could buy all the gnomes and fairies that are now available and just decorate like crazy. You could make a very fun scavenger hunt looking for example for all the Gnomes with red hats, or sleeping rabbits. And don't forget mushrooms ... tons and tons of mushrooms many of which are homes for small fantasy creatures.
